Those with an aversion to nicotine and tobacco, so strong they feel morally obliged to stamp out its use by whatever means necessary. As such they are opposed to any form of harm reduction, as they see all nicotine as the same, and all of it evil.
The most objectionable ANTZ however are those who know exactly what harm reduction is, and how it can help people, but choose to ignore or defeat it. There are a number of reasons, largely because harm reduction is likely to result in a reduction to their funding.
