The results were robust to multiple adjustments for differences between the two nicotine concentration policy regions across different statistical approaches, including PSM on relevant observable characteristics. These results have implications for regulatory policy, as the availability of ENDS with nicotine concentrations greater than 20 mg/mL may facilitate switching away from cigarette among adult smokers.
